Buildings of rock and coral rose from the ocean floor around the palace. Countless merfolk filled the water around the buildings, streaming toward the palace. Countless more stood before them, wielding harpoons and tridents and prepared to give their lives in defense of the crown.

The queen peered out the window. She sighed. “Will it never end?”

Musa Saline stood at her side, his magic staff held in one hand. “It will end, your majesty. When they realize the newcomers bring opportunity and the Chaos Legion brings only disaster, they'll lay down their arms and beg your forgiveness.”

She touched his arm lightly. “I pray you're right. The blood we've spilled, the price we've paid. It's too much to ask.”

Musa continued to stare out the window. “The price of freedom is never too much. What is too much is to let tyranny prevail and all this to be for naught.”

The queen bowed her head. “What did I do to deserve you?”

Musa closed his eyes. He took a deep breath. “I should go. They need me.”

“Be careful.”

He swam from the room. She watched him go. Musa Saline is the head of the army of Tsuna, a merfolk kingdom off the eastern coast of Praetoria, near Tanglethorn Peninsula. He and those under his command are responsible for protecting the royal family and the people of Tsuna from pirates, raiders, beasts of the deep, and rebels.

Tsuna was once a kingdom fiercely loyal to the crown and united in a shared vision of the future. But that all changed after the fall of the Wizards' Veil and the arrival of the Chaos Legion.

The royal family welcomed the settlers that came to Praetoria, establishing trade and diplomatic relations with both land- and sea-based kingdoms and settlements. However, many high-ranking nobles and officers resented the newcomers, arguing that they were interlopers intruding on the resources and territories of Tsuna.

The kingdom was further divided about relations with the Chaos Legion. The royal family sided against them, while others saw them as a natural ally.

In the years that followed, the kingdom was beleaguered by a civil war that pitted brother against brother and sister against sister. Musa Saline, for his part, remained loyal to the royal family and their vision for Tsuna: a kingdom that welcomed all and fought against tyranny, despotism, and oppression.
